It’s deja vu on the Pacific coast. Harley Bowen, the fisherman-turned-immigrant-smuggler, is back with the infamous Japanese fishing magnate, Uriki Kamamoto. And the sleepy Gulf Islanders are blissfully ignorant of the monstrous crimes going down in the ocean around them.
